Bringing long-term tax revenue to fund Stokes County schools and teachers

Project Delta is a forward-looking, community-oriented approach to jobs, economic growth, and tax revenue.

The project is designed to deliver local, good-paying jobs, plus millions of dollars in new property tax revenue. That revenue can be used to significantly increase school funding and make Stokes County teachers among the highest-paid in the state.

With a team committed to excellence, we are bringing modern, revenue-generating digital infrastructure to Stokes County thoughtfully and responsibly.

Welcome to Project Delta.

What are Data Centers?

Data centers are highly specialized facilities that house computer servers and network equipment used to store, process, and manage digital information. They form the physical backbone of the internet, powering everything from cloud computing and online banking to streaming, logistics, and artificial intelligence.

Modern data centers are designed for reliability, security, and energy efficiency. While they require robust electrical capacity, they generate very little daily traffic, strictly control noise, and require less water compared to traditional industrial facilities.

In essence, a modern, responsibly built data center is a quiet, clean local jobs generator that provides significant revenue to the communities that host them. Data centers are modern economic development that can support local jobs and help fund teachers and schools.

At ELS, we create this development responsibly.

PROJECT DETAILS

Infrastructure Improvements

With Belews Creek Steam Station right next door, Project Delta is designed to work with existing infrastructure, not overwhelm it.

The developer will pay for Project Delta’s energy upgrades and utility costs, so residents and businesses don’t foot the bill.

Project Delta will minimize water needs by using a modern, efficient cooling system designed for responsible water usage. For avoidance of doubt, Project Delta will not use an open-loop system. Acceptable systems include closed-loop cooling or other water-efficient technologies. This will keep daily water demand closer to an office building than a traditional large-scale industrial use, and far less than if this land was developed as residential.

And with some of the lowest traffic generation of any major land use, Project Delta brings long-term infrastructure value with minimal day-to-day disruption.

SUSTAINABLE DEVELOPMENT

SUSTAINABLE DEVELOPMENT

Environmental Stewardship

Environmental Stewardship

Project Delta is designed with a deep respect for the surrounding environment. From early planning through construction, the project prioritizes protecting local ecosystems, wildlife, and natural habitats.

That’s why Project Delta will not develop in the floodplain next to the Dan River, allowing the area to remain open in perpetuity. The only potential exception to this commitment would be a public amenity like a park, and only if that’s what the community wants.

Construction timing and site planning are carefully managed to minimize disruption to migratory species and native wildlife. Natural buffers are preserved and reinforced to maintain separation from nearby properties and protect the character of the surrounding landscape.

The campus is also designed to operate quietly. Sound levels are comparable to everyday building systems and significantly lower than common neighborhood noise like traffic or lawn equipment. The project team has also studied the historical cultural resources on-site and has taken these areas into consideration in our development plan.

Project Delta will work with all appropriate regulatory agencies, including EPA, NCDEQ, SHPO, and others.

WHY PROJECT DELTA

WHY PROJECT DELTA

Community Advantages

Project Delta is designed to deliver economic growth, good local jobs, and tax revenue to support teachers and schools, all while being a low-impact neighbor.

Unlike many large developments, Project Delta places little demand on traffic, housing, or local schools. The project pays for energy upgrades and utility costs, and uses a modern, efficient cooling system designed for responsible water usage.

For Stokes County, the opportunity is clear: create stable, good-paying jobs, make teachers among the highest-paid in the state, and grow the economy to support the long-term future.
